The SINAP’s primary target is the creation of a national infrastructure of geospatial information, able to promote an economic and effective management of the State resources, private sector and civil society; in time to avoid the duplication and waste of resources.

The optic under which the Sistema Nacional de la Administracion de la Propiedad (SINAP) was designed, is to be an "electronic transactional scope" or clearinghouse, in which the geospatial information generated by state, educational or private institutions converges and be electronically connected in a standardized way, so it can be linked in a convenient way for the users.
